Daniel Chong, a 23-year-old student at the University of California at San Diego, was left handcuffed and unattended in a DEA holding cell for five days without food, water or a toilet.  He avoided dehydration by drinking his own urine and was suffering kidney failure when he was eventually freed and hospitalized.  Daniel Chong is now suing the Drug Enforcement Administration for $20 million.
