Guilty: Florida ICE Chief Anthony Mangione Cops Plea in Child Porn Case

This is a classic case of “The bigger they are, the harder they fall.”  Anthony V. Mangione was the ultimate hypocrite who railed against child pornography in public but collected it in private, even as his own agency pursued and arrested other kiddie porn aficionados.  If only the public had known how he was describing himself in his press releases:

“This case reveals the disturbing truth that child predators will go to great lengths to sexually exploit minors.” (2008)

“Too many children are victimized by predators that target the most vulnerable among us — our children.” (2009)

Anthony V. Mangione has also been accused of using child pornography investigations as a cover for brutal immigration raids in which large numbers of subjects are brutally beaten; in one case a female detainee was taken to an ICE agent’s home and raped.

It all started with a November 21, 2008 press release authored by … the former ICE Special Agent-in Charge of all investigations for the Miami field office, Anthony Mangione, announcing that they had broken up a South Florida sex trafficking ring involving Central American immigrants in Palm Beach, Broward county and Homestead, a small rural-esque city in south Miami Dade county. The sex trafficking raids, as described in the release, netted a total of four arrests. At the time, even ICE’s most vocal critics looked each other in the face, shrugged their shoulders and said, “Well sex trafficking is really bad, so I guess they did a good job.” It only took a matter of hours before another story unfolded of the 80 or so other people ICE had arrested in the same raid, who the agency didn’t tell the press about and who had nothing to do with sex trafficking. They called them “collateral arrests,” which in this case meant the “overwhelming majority of arrests.” Two of those collateral arrests were of Adolfo Garcia and Julio Diaz.

Several things make the “Homestead Raid of 2008,” as many have called it, ironic. For one, between Adolfo Garcia, Julio Diaz and Anthony Mangione, the Special Agent-in-Charge whose office led the raid, only one person would ever be charged with a sex crime…Anthony Mangione.

Second, while ICE agents conducted the raid, they allegedly assaulted more individuals (including Garcia and Diaz) who were never charged with a crime  …  According to Jonathan, at least a half dozen others were beaten senseless during the raid. As Jonathan recounted on the show, they were beaten so bad by ICE agents that officials at the GEO Broward Transitional Center, where the men were detained, demanded an inquiry into the injuries after noticing their bruises upon arrival. With leadership like Anthony V. Mangione, it’s little surprise today that ICE is riddled with corruption and abuse.  He led by example.

The man who heads Miami’s office of Immigration and Customs Enforcement is reportedly under investigation for possession of child pornography.  Federal agents searched the Parkland home and west Miami-Dade office of 50-year Anthony Mangione over the weekend looking for images on child pornography on his computers, according to The Miami Herald.

[Anthony V.] Mangionehad planned to retire this summer, but the 50-year-old ICE chief who often railed against child porn has recently been placed on paid administrative leave because of four child-porn images allegedly found on his home computer, the Miami Herald reports. Mangione’s internet service provider, AOL, had alerted a nonprofit center for missing and exploited children about the images. The nonprofit then forwarded the information to child-porn investigators, who then subpoenaed AOL for the identity of the alleged receiver of the images. With that, the FBI obtained a warrant to search Mangione’s Broward home.

Mangione, 50, who led the Miami-based office since 2007, was placed on paid administrative leave in April after federal agents seized his home computer and began to investigate images of alleged child pornography  …  The agency has made cracking down on child pornography a priority, and as chief of the South Florida regional office, Mr. Mangione was aggressive in his efforts. “Too many children are victimized by predators that target the most vulnerable among us — our children,” Mr. Mangione said in a 2009 news release about the sentencing of a man on pornography charges.

The head ofImmigration and Customs Enforcement for South Florida was arrested Tuesday after images of child pornography were allegedly found on his home computer, local media reported.  Anthony V. Mangione, 50, was arrested by U.S. marshals and taken to the Broward County Jail, according to jail records. He was expected to make an initial appearance in federal court on Wednesday.  Mangione was arrested on charges of possessing and distributing, authorities told The Miami Herald.

Anthony Mangione, head of U.S. Immigration and Customs Enforcement’s South Florida Office since 2007, was arrested today and is being held at the Broward County main jail at the behest of the U.S. Marshals Service. Mangione was the subject of a child pornography investigation starting in April, after AOL alerted a nonprofit group about images that were reportedly downloaded at his IP address.

The paper points out a bit of pedo-irony in some old quotes from Mangione, condemning a sentenced sexual predator:  “This case reveals the disturbing truth that child predators will go to great lengths to sexually exploit minors,” Mangione said in a 2008 news release, after a Martin County man was sentenced to 10 years in prison for using the Internet to entice a minor to engage in sexual activity. “ICE is committed to identifying and arresting these individuals who seek to victimize children and help ensure that justice is served.”

His arrest on Tuesday represents a precipitous fall for a 27-year career law enforcement officer.  The three child pornography charges against Mangione are among the most serious that can be brought in federal court: Two carry minimum-mandatory five-year prison terms upon conviction, and are punishable by a maximum of 20 years behind bars. The third carries a maximum 10-year term.

Mangione pleaded not guilty to all counts. He “showed no emotion” in court, according to the Miami Herald.   The head law enforcement official for U.S. Immigration and Customs Enforcement (ICE) in South Florida, Anthony Mangione, has been indicted in federal court on counts of transporting, receiving, and possessing child pornography. The indictment came down on Tuesday and was unsealed earlier today following his arraignment in West Palm Beach in front of Circuit Judge James Hopkins.

The chief of U.S. Immigration and Customs Enforcement in South Florida has pleaded not guilty to charges of child pornography.  Anthony Mangione entered his plea in federal court Wednesday. The 50-year-old was indicted on charges for transportation, receipt and possession of child pornography. If convicted, Mangione could face up to 20 years in prison. Each of the transportation and receipt charges carry minimum-mandatory sentences of five years.

Anthony Mangione led South Florida offices for Immigrations and Customs Enforcement, also known as ICE, for 4 years.  He’s charged with possessing, receiving and transporting child porn from March through September of this year.  His federal indictment papers show the child porn was found on two computers owned by Mangione.

The home Internet account registered to the top federal agent in South Florida responsible for investigating child pornography trafficking was repeatedly used to transfer images of nude children, according to search warrants obtained by the Sun Sentinel  …  The search warrants detail Internet activity dating back two years involving a multitude of online screen names — such as BookStoreMomNC, Flasunguy33, thismomspanks33 and PastorRobertM — associated with Mangione’s AOL account, according to the search warrants.  “This same pattern can be seen going back to September 2009,” a Broward Sheriff’s detective wrote in the probable cause affidavit used to obtain one of the warrants.

Miami’s chief of U.S. Immigration and Customs Enforcement has also been ordered to undergo a mental evaluation  …  In one instance in September 2010, Mangione sent two sexually explicit image of boys under 10, and one of a girl under 12 to an unidentified recipient. Another image sent out later that month depicted, “a girl under age 12 with shoulder-length blond hair and glasses, standing nude.”  “Emails from the suspect account also contained additional images that displayed a sexual interest in children,” reads one of the warrants. “For example, at least three of the images depicted nude children being spanked. At least five additional images depicted the nude buttocks of children.”

The search warrants detail activity going back over two years and show how the Broward Sheriff’s Office investigated the alleged crimes against the top federal agent in South Florida responsible for investigating child pornography trafficking.  In one instance, on Sept. 14, 2010, an AOL account registered to Mangione sent three sexually explicit images, two showing boys under age 10 and one showing a girl under age 12, to an unidentified recipient.  Another image of a girl under age 12 standing nude was sent by another AOL address registered to Mangione, the warrants said  …  “Emails from the suspect account also contained additional images that displayed a sexual interest in children,” one of the warrants said. “For example, at least three of the images depicted nude children being spanked. At least five additional images depicted the nude buttocks of children.”  The warrants said BSO detectives were tipped off after sophisticated AOL software that scans for possible child pornography flagged files being sent from Mangione’s account.
